To various district planning and natural resources bureaus, municipal and district natural resources title confirmation and registration centers (real estate registration centers), information centers of municipal planning and natural resources bureaus:
In order to optimize the business environment for property registration of the city, and further improve the working mechanism of cadastral surveying and updating of real estate registration, the relevant working regulation regarding the cadastral map updating of the city is as follows:
I.Make the time limit for updating clear
The municipal and district planning resource achievement management authorities and title survey authorities shall update the results in the database in time pursuant to the results of the second national land survey, the third national land survey, and the annual land change survey. In terms of the change in land use rights caused by land approval, the cadastral map updating shall be completed within 5 working days in strict accordance with the requirements of the Regulation on Further Optimizing the Investigation of Land Title (H.G.T.Z.J. [2018] No. 522).
II.Optimize the updating logo
After upgrading the cadastral results management information system, the “updating
time” on the updated cadastral map should be marked. For the cadastral maps updated before December 9, 2019, the “updating time” should be marked in the lower right corner of cadastral maps; for the cadastral maps updated after December 10, 2019, the lower right corner of cadastral maps should be marked with the “updating time: MM-DD-YY”.
III.Facilitate the enquiry channel
The municipal and district registration centers should continue to make efforts in the enquiry of real estate registration data, especially the external enquiry of updated cadastral maps, and making full use of the self-service inquiry facilities of the registration offices, citizen service centers and some street reception points, as well as the enquiry advantages of unlimited time and area provided by the “Yi Wang
Tong Ban” website of municipal government. By guiding the units and individuals to use the real estate address without entering specific query conditions such as the real estate unit number, the updated cadastral maps can be searched by oneself. The Municipal Bureau of Natural Resources Title Confirmation and Registration will further optimize the enquiry methods, explore the way of browsing according to the pictures on the public map, and obtain comprehensive cadastral information such as regional planning, land use, and property attributes of designated locations through human-machine interaction to provide the up-to-date cadastral map data to users.
The regulation shall be implemented on December 10, 2019.
