To municipal and district natural resources title confirmation and registration centers (real estate registration centers), information centers of municipal planning and natural resources bureaus:
In order to further optimize the business environment for property registration in Shanghai, reduce the difficulty for accessing real estate registration data, and improve the convenience service for the public and
enterprises, matters related to self-service enquiry of real estate registration information and cadastral maps are hereby notified:
I. The right holders of non-residential houses can be inquired by anyone Since April 1, 2019, the city has provided a self-service enquiry service for real estate registration information and cadastral maps. From January 1, 2020, the enquiry contents of non-residential housing real estate registration information and cadastral maps will be expanded to further respond to social demands. Enterprises and individuals in need of enquiries can access the real estate registration information and cadastral maps of non-residential houses through the self-service enquiry terminals in the real estate registration office hall, civic service centers and some neighborhood reception points, as well as the municipal government enquiry platform “Yi Wang Tong Ban” for information of real estate ights holders.
II. More convenient enquiry ways will be provided
The self-service enquiry terminals and the information retrieval methods of “Yi Wang Tong Ban” platform will be further optimized. Anyone in need of an inquiry can, in accordance with relevant national and municipal provisions on real estate registration information enquiry, search the real estate registration information (including the natural state
of the real estate, the existence of seizures, the existence of mortgages and other restrictions, and information about rights holders is also included for non-residential houses) and cadastral maps (parcel maps and house plans) registered in Shanghai based on the location of real estate without offering specific enquiry conditions such as unit number of real estate.
III. Enquiry by enterprises on their own real estate registration data
The service scope under the Notification on Optimizing Self-service Enquiry of Real Estate Registration Information and Cadastral Maps (H.Z.R.Z.Y.D. [2019] No. 2) will be further expanded. Specifically, on the basis of enquiries by natural persons on their own real estate registration information, a new service for companies to search for real estate registration information under their names will be added. A enterprise needs to entrust an agent to inquire the real estate registration information under its name, and the agent shall submit the business license (copy) of the entrusting enterprise, the power of attorney (original) signed by the legal representative of the enterprise which records the entrusted enquiry of real estate information and agent ID (original) to the real estate registration information consulting window for identity verification. After the identity verification is passed, the agent can use the
self-service enquiry terminal to search all real estate registration information and cadastral maps registered in Shanghai under the name of the enterprise by virtue of the identity information. The municipal and district natural resources title confirmation and registration centers (real estate registration centers) should arrange windows to handle the identity verifications for self-service enquiry of enterprises.
The notification will be implemented on January 1, 2020, the municipal and district natural resources title confirmation and registration centers (real estate registration centers) should assist enterprises and citizens in relevant enquiries.
