Regulation on Launching the Enterprise-oriented Online Real Estate Registration Service

To natural resources title confirmation and registration service centers (real estate registration service centers) of Shanghai Municipality and all districts, tax bureaus of all districts, real estate transaction centers (real estate transaction management service centers) of all districts and Information Center of Shanghai Municipal Bureau of Planning and Natural Resources,
In order to support the successful implementation of the Plan for Real Estate Registration Reform (version 3.0) of Shanghai Municipality and facilitate enterprises to handle registration procedures, the enterprise-oriented online real estate registration service will be launched on February 1, 2020. Relevant matters are hereby announced as follows:
I.Objective
Under the unified deployment proposed by the Shanghai Municipal Government to build a “one-stop online government services” main portal, we shall make every effort to boost the deeper integration of online and offline services. In addition to four personal online real estate registration services launched on October 15, 2018, which are respectively registration of advance notice and mortgage of newly-built houses for sale, registration of transfer and mortgage of newly-built houses for sale, registration of transfer and mortgage of stocking houses for sale and registration of real estate changes between the right holder and spouse, we shall further expand registration categories, launch the online service for registration of real estate transfer between enterprises, boost the deeper integration of online and offline “single-window inter-agency” services and enable “online application and review, offline check and on-the-spot certificate issuing” through “one visit only”.
II.Tasks
(1)Reducing the documents required to be submitted
Full play shall be given to the data sharing platform of Shanghai Big Data Center to enable all authorities involving real estate registration share data. Business licenses, deed tax-paid certificates and other documents that can be obtained through data sharing between government authorities are not required for online registration, which can minimize the documents required to be uploaded by applicants and avoid the pain points of online registration.
(2)Simplifying the handling procedures
Efforts shall be made to optimize the handling procedures for online real estate registration, real estate transaction and tax payment, simplify enterprise registration procedures, enhance the efficiency of interdepartmental cooperation and improve applicants’ operating experience. The applicant whose identity has been verified by the “one-stop online government services” platform of the municipal government can complete the basic information of the  enterprise, confirm the information about transaction agreement and tax declaration, upload supplementary documents and submit pre-application for real estate registration for transaction, tax and registration authorities for online preliminary review in the online real estate registration hall. After paying the taxes, the applicant can make an appointment to submit a formal application in the office hall of a registration center and receive the certificate after the documents submitted by the applicant are verified to be free from any inconsistency on the spot.
(3)Shortening the time required for handling registration
After receiving a pre-application for online real estate registration, competent authorities of all districts shall speed up to complete the review within two working days, timely inform the applicant of the result of online preliminary review and the amount of tax payable, improve the efficiency of on-the-spot document checking and immediately issue the certificate while ensuring information security.
(4)Popularizing electronic certificates
All districts shall apply electronic registration certificates according to the established regulation on handling procedures without the need to be physically present and actively popularize and apply electronic certificates. In addition to paper certificates, applicants can select to directly apply for electronic certificates from now on to further save service cost.
III.Requirements
1. Enhancing communication and coordination. Natural resources title confirmation and registration service centers (real estate registration service centers), tax bureaus and real estate transaction centers (real estate transaction management service centers) of all districts shall enhance communication and coordination and inform applicants of all lacked documents and supplementary documents. The people in charge of registration will check the documents on the spot. 2. Strengthening publicity and training. Efforts shall be made to strengthen the publicity of the online real estate registration service and the legal effect of electronic certificates through various channels, including the multi-media in the office halls of registration centers and official WeChat accounts, and provide training on online registration for intermediary agencies, so as to reduce the working pressure of service windows. 3. Exploring the application of new technology. The application of block chain technology shall be actively explored to ensure the security and efficiency of real estate registration.
